Staff-only discovery of retained edge-stream capture for one Chat.

Served by GET /recordings/chat/\{chat_id}/edge-capture. Describes whether boundary capture is retained, how complete it is, and the interval it covers — never audio, S3 keys, a call list, or a fidelity verdict. available means stored capture exists, not that it plays.
