Interface: RoutingRulePreviewResponse
The dry-run answer: which rule WOULD match, and why.
considered carries one entry per rule evaluated up to and including the
match (or all of them when nothing matched), so support can answer "why this
rule and not that one" without re-deriving precedence by hand.
matchedIsTerminal is false when the matched action is answer_human,
which cascades to the next matching rule if nobody answers.
