Interface: ReorderRoutingRulesRequest
Atomically reorder the rules of one binding scope.
ruleUuids is the scope in its new order. The server derives the binding
scope from the named rules and refuses a list that spans two scopes — the
design doc's "atomic reorder within one binding scope" — so the client
cannot accidentally interleave two precedence spaces.
