Interface: RebuildImportSkippedRulesRequest

Re-point outstanding skipped EventRules onto a re-provisioned resource.

Identifies the group by one skipped-rule row UUID (the wire value the GET returns) plus the resource type. Source refs are sanitized on GET, so the POST must not key off sourceResourceRef.
